State of California Senate Bill 1069 went into effect January 1st of 2017, and SB1069 prohibits a local government from adopting an ordinance that precludes ADUs also known as Accessory Dwelling Units or Granny Units or in-law units. They have also included a sub-category for Junior Accessory Dwelling Units (JADU).
